Perhaps what you mean to ask is the ratio of the atmosphere's volume to the Earth's volume.


The Earth's radius is around 6350 km, and the official edge of space in 100 km above sea level.


The Earth's volume = πr2 = 3.14 x 6350 x 6350 = about 126,600,000 km3.


The Earth's and the atmosphere's volume = πr2 = 3.14 x 6450 x 6450 = about 130,600,000 km3.


The atmosphere's volume = 130,600,000 - 126,600,000 = about 4,000,000 km3.


The ratio = 4,000,000 ÷ 126,600,000 = about 0.032.


Or if you want that as the atmosphere as a fraction of the earth and atmosphere together: 4,000,000 ÷ 130,600,000 = about 3/100.


That as a percentage is 3%.
