No, but users have reported the game sometimes locks up at this point. If it does, there is no known solution. You may try leaving the island using reboot, or use the Earth Day or Haunted House cards from the Store. There is no way to force the quest to proceed, so you may have to restart (small map has the Restart Island button).

As in the actual quest (Cryptids Island), the Loch Ness Monster was never visible from the binocular scope at the viewing point. You could catch glimpses of carrots, popcorn cups, and toy sailboats being pullled under, but no Nessie.
Aim at the bulls-eye of the target.You click once to pick up the dart. Position it over the bulls-eye and click and hold to create your aim point (X) and then pull back on your mouse.
