If you have a level one monster academy, you will be able to upgrade all of your monsters to level two. But to upgrade your monsters to level three, you must first upgrade your monster academy to level two. Then, once you have upgraded your monsters to level three, you must upgrade your monster academy to level three. I.e, if you have a level two monster academy and your pokeys are upgraded to level three, if you want to upgrade your pokeys to level four, you must upgrade your monster academy to level three.
