The point of opening a "cold case" file is to review old evidence collected using new technology. A good example would be cases in which DNA evidence was available, but there was not a means for testing. Opening cold cases are important in offering closure to victims families and to ensure justice is served against the guilty parties.

A cold case is when a case is long forgotten with no answers.
To report a cold case in Germany you would go to the police in the town or city where the crime was committed and the police can give you instructions as to where to go for more help. However, there are many cold cases and if it of personal interest to you (family) then you may be refused the opening of the case because there may already be a heavy workload for the police with new crimes. If this is the case then ask the police (if the case has been cold for several years) where the records are kept and you may be able to obtain the information and hire a detective.
More technology and more equipment.
