In order to check this out, I contacted the manufacturer and asked them. They tell me the following:
The "Turf Builder" product is a fertilizer. It's labeled pet and kid friendly. There's no warning label regarding pets. Components are mostly Nitrogen, Iron, potash, and sulphur. Once, this product contained phosphorus, but that's been removed. While anything can be toxic in sufficient quantity -- even water -- this is a pretty benign brew and I think it's not a risk to pets under normal circumstances.
Scott offers to send you copies of the labels, and go over this in greater detail with you, if you wish to phone them.

If your lawn is still dormant, but you want to apply crabgrass preventer now, Scotts does sell Halts without the fertilizer in it.

NOW. In Arizona, apply a high quality grade of ammonium sulfate to your lawn in the first two weeks of March, then water in deeply. Apply the ammonium sulfate according to package directions. Over indulgence with this product will kill your lawn. Furthermore, two weeks after applying ammonium sulfate, fertilize your lawn with a combination of Scotts turf builder and ammonium sulfate and water in deeply.
