President Johnson, suddenly left with the job of reconstruction after Lincoln's assassination, favored a more restricted involvement in the South due to his racist tendencies. Congress favored a more radical approach and soon implemented its own plans for reconstruction. Congress passed the 13th and 14th amendments, and extended the life of the freedman's bureau. These politics resulting from the war established that the federal government was supreme over the states. There had always been the question of the sovereignty of the states, and this was finally clarified.
