It is a Light Blue Fuse (15 Amps) located on position # 13 on the left side of the Turn Signal Flasher (the big bulky round device at the bottom of the Fuse Panel Assy).
Located in the fuse panel behind the colored co-ordinated panel under the steering column. Accessed by removing the 4 black fasteners.

take the kick panel off on the passenger side and you will find it there
