Zakah is obligatory on Muslims who owns wealth equivalent or more the nisab level. It is 85g pure gold or 595g pure silver or money equivalent to gold/silver. Rate of zakah is 2.5% paid yearly, based on lunar year. This is the basics of Zakah. It should given to poor people such a way that the same person do not qualify to receive zakah the following year (not poor enough to receive it). Zakah should be collected by the state or community then given to poor so, that the giver of zakah do not know the receiver of zakah; to ensure the dignity and self-respect of the receiver

If a creditor refuses to give you payment address, you still owe them money. This might be frustrating but does not get you off the hook.
