It is just a liner, same as found in most fitted underwear designed for women, intended to provide either a healthier (usually cotton) lining or a more modest appearance. It is not actually intended to be a pouch, but I have never, ever had one with a liner sewn down at the top. Perhaps this is so that we can dump sand out of the thing? Or have a place to stash a housekey...
