For US citizens in CONUS, there are no special requirements. For OCONUS airmen wishing to marry foreign nationals, there are a considerable number of forms; your ADMIN section should be able to help you. After the ceremony you will need to work with your ADMIN section again to have him added to your records.
The change in interpretation of policy can effect any previous, current and future grantings. The changes may not take effect until the next time the allowances are applied for, however.
