To avoid collisions. There is an old saying that goes something like "if you put two ships on a big ocean they will somehow run into each other"

So over the centuries rules have been developed to prevent ships from colliding. But they differ for International Waters and Inland waters. Also the inland rules in Europe are different than the inland rules in North America. So if you need to know the rules for your area there are lot of on-line sites that explain them.
