If your parking lights are on and your left brake light doesn't work, the brake may have burnt out. You might also have a wiring problem.
Probably a bad bulb They are double filamented with the smaller filament for stop and turn Larger is for tail light
Try replacing the back-up light switch. It is located on the left side of the transmission. It is a common problem.

I had the same problem with mine, changed the plug in the bumper, started working again.
The problems are connected The power that runs the brake lights releases the shifter from park. So if you fix why the fuse blows the shifter will work. We service Crown Vics that vintage at work and ran across that problem a few times. Replacing the brake light switch did then the trick.
Check the fuse, it is a separate fuse for the right and left side as well as for the tail light and turn signals.
If the instrument panel wonÕt light up, there may be a problem with the wiring. There may also be some fuses that are out.

The bulb is burned out
