The owner of the car park might not approve, and can consider it trespassing. But it's not illegal as such. If you have your car in there (giving you a valid reason to go there) it shouldn't be a problem riding your bike to the car.

Shut it off in drive, then put it in park.

because of the parking pawl put the e brake on before u put the car in park the should fix your problem

The most common problem I have seen is a failed motor or trans mount.
Definately wiring/electrical problem. Check for electrical anomolies related to your park interlock.
