it's a very long process and complicated. First there's an idea. If 3/5 of congress aproves the idea it goes to president, if president signs it than it becomes a law. But if President doesn't sign and sends it back to congress... Congress again has to get 3/5 vote and than it becomes a law without president's approval.

Some one comes up with an idea for a law. Let's say that someone wants a law that people can't ride camels on Sunday. They take their idea to the representative from their district or the state Senator. That person likes the idea so they write a bill about not riding camels on Sunday. It is given a number. If it starts in the House it has a number like HR100, if the Senate SA 100. Depending on where it starts it goes to committee in that body. The committee looks at the bill and decides if it good, bad or needs to be tabled. They can also send it back to the writers to be rewritten. Once it passes the committee it can go to a second committee or can go to the general body for a vote. If is passes the vote it goes to the next body and starts all over in committee to decide if it is good, bad, needs to be tabled, or rewritten. For the sake of this discussion let's say it passes committee so it will go to the general body for a vote. If it passes in the vote it goes to the President to be signed into law. If the President doesn't like it he can veto it, do a pocket vote ( lets it sit for 10 days without comment), or sign it. Lately, a new wrinkle has been added to this process and that is an executive order. If the President does that he signs it into law, but writes a statement that the law shouldn't be followed. Bush did this with about 800 laws and I don't know if Obama has done it yet.

Congress splits into committees dominated by the majority party. Committees write laws and if the bill makes it out of committee, it gets a vote. It must be passed by both houses of Congress and be signed by the President in order to become law.
