To convert Direct Current (DC) to Alternating Current (AC) requires that you create a oscillator circuit (60 cycles if you're making 60 Cycles AC). This would require somewhat sophisticated oscillator circuit using power output SCR's or transistors to cause the DC source to switch on and off. Often this is done a 12 VDC and then the resulting 12 VAC waveform is input into a step-up transformer and creates 110 VAC.

Variations to this design occur depending on the base input and output voltages, and what output waveform you need (Sinewave is most common). To create a sinewave requires wave shaping filters and additional design considerations.

DC to DC step-up converts work on the same principles with the only difference (from above) being that the higher output AC voltage then gets rectified back to DC.

An inverter is basically a push-pull oscillator. It reverses the voltage at 50-60 times per second. There could be a step-up transformer at this point to get the correct voltage, or a switching power supply would be placed before the oscillator.
