From your phone you should see an icon that says you have a voicemail. On most phones you should just be able to have your phone go to voicemail, and it will allow you to hear any messages you have.
Voicemail is great for leaving messages when you can't get to a live person. Your provider of landline or cell phone services (like Qwest or Verizon) will have options and pricing on voicemail for you to consider.
It is 453 and it is 123 for voicemail.

visual voicemail is a voicemail that you can check on the screen of your phone without putting it to your ear and listening. its really simple to do also, without the time of regular voicemail :-)
AT&T, Sprint, and Verizon offer free voicemail services when you sign up for their products. Usually it is the smaller companies that charge for the voice message service. Sprint offers many cell phone plans that include voicemail for free. You can also get text, web, and other options added for additional cost. Also, AT&T and NexTel have plans with voicemail. Most cell phone plans have voicemail at the least.
To access voicemail messages on a house phone, you typically dial your own phone number and then follow the prompts. Alternatively, you can often reach your voicemail by dialing a specific code, such as *98 or *86, depending on your phone provider. It’s best to check with your service provider for the exact number or code used for accessing voicemail.
To remove the New Voicemail message from your screen after voicemail has been disabled, try restarting your phone, as this can often clear notification indicators. If that doesn't work, check your phone's notification settings and clear the voicemail notification manually. You can also try calling your voicemail number, even if it's disabled, to see if that resets the notification. If all else fails, contacting your phone carrier for assistance may help.

It is possible that police will leave a voicemail on your phone.
It depends on what kind of phone you need and what kind of service you want. Check out the Verizon store to see what they have. You can go to shopping.com and compare prices for your phone you want. If you want a used phone you can check out eBay.
If it's your phone, you might be in an area of bad reception. I have Verizon as well, and, while coverage is still good, every carrier has some weak coverage areas, especially in western states. If it's them, it could be reception issues on their part, or they could have their phones turned off. If you have a smartphone, it may also be possible that your phone settings are automatically directing calls to voicemail. Check your settings. I know on mine, any number which isn't on my contacts list goes to voicemail.
