"Heinous" is a descriptive term but not a legal term. The punishment could be anything from imprisonment to the death penalty or something much less serious depending on the law in the place where the crime was commited. Crimes are classified as "misdemeanors" or "felonies" and can have different classes within the criminal code for that crime. For example, we're all familiar with murder 1, 2, and 3 or murder in the first, second and third degree. Similarly there can be "aggravated" crimes or "hate" crimes which are special classifications which allow for greater punishment for crimes commited in a way that makes them "worse" in the eyes of the law. For example murdering a black man for racist reasons might be considered worse than murdering him out of pure revenge not because he is more dead but because the crime exacerbates racism and the division of races and is therefore causing greater harm to the community. Judges have some discretion in what sentence they give. For example the law might say "10-15 years" and the judge could sentence 10 years or more up to 15. The punishment for a child abuser is based on several different things:

What is the severity of the abuse?
have there been previous CPS reports for suspected abuse?
Has CPS ever had to step in and set up a safety plan without removal?
Has CPS ever had to remove the children?
Has there ever been a reunification plan put into place?
Is there a high risk that the abuser will reoffend?
There is no way to definitively define punishment as that is left up to the sole discretion of the judge in the case. The Judge will make a sentencing recommendation based on the facts above and the recommendations given to him by all parties involved. He/She will then review the facts and determine the appropriate punishment.
The best sort of punishment is to make it fit whatever they did. For example, if they wrote on the walls, the punishment would be to clean off all the walls in the house; or if they didn't do their homework on time, the punishment would be to have to sit in the kitchen under your supervision and do their homework every night for a week.
