It really depends where the restrictors are and what you determine a restricter to be.

Depending on the pressure in your pipeline, some hot water heaters will need pressure to be reduced as the manufacturer will only warranty their cylinder up to a certain pressure.

Other than this being the answer, you will have to explain where the restricter is.

The reason for the restriction is as follows

1- To prevent stratification of the hot water entering the cold water supply line as many installers are ignorant about installing a thermo loop of 27" on the C/W piping

2- Another type of restriction is used to monitor the flow of water exiting the heater so the GPM demand does not exceed the output capability of being delivered.

If the flow rate through the heater is 8 GPM and the heater can only produce 6 GPM of heated water then a flow restrictor can allow almost an unlimited supply of heated water

A flow restrictor is not the same as a pressure regulating device.

What is really called a water heater or hot water heater?

It's called water heater. There isn't a reason to heat hot water

Is it called a hot water heater or water heater?

It's because "hot-water" is a compound adjective, modifying "heater". It's not for heating water, it's for heating a house with hot water. There are many types of heaters that heat water, but only a hot-water heater is used for providing heated water for domestic use. A hydronic boiler also heats water, but it's only for use in radiators. The name "Hot Water Heater" is completely wrong for any use. There is no need to heat hot water. IT has always been "water heater". The term hot water heater has just been used for years because people don't realize the difference. It has always been WATER HEATER.The first answer is jibberish and makes no practical sense at all.

If your water is off can you leave your hot water heater powered on?

I would`nt... It serves no purpose. If the water is off there is no pressure when you turn on the tap, hot or cold, so you would be heating water you can`t use.
