Yes as long as they are the same rating & for the purpose of overcurrent protection (short circuit, overload, device failure)... But ceramic fuse are also called "thermal fuse" which are commonly used in some applications (appliances) with heating element as "overheat protection"... In my own honest opinion, replacing the thermal fuse with a glass fuse would be quite risky... Put a little discretion in such action or better yet ask opinions of someone who are adept & experienced in such situation...
Normally a thermal fuse has nothing to do with the dryers ability to run only to heat...
Thermal fuse also known as thermal cutoff, thermal link or TCO, is a single action device that is widely used for electrical equipments against over temperature. Thermal fuse is composed of the fusible alloy with low melting point and special resin, encapsulated in a plastic or ceramic housing. Under normal operating, the fusible alloy is joined by two lead wires within the housing. When the thermal fuse senses an abnormal heat and reach a preset temperature, the fusible alloy melts and disconnects the circuit completely with the aid of the special resin.
To break the circuit if the temperature of it exceeds the rated current. Used in mains frequency transformers to disconnect it from the mains if it gets above a certain temperature to prevent it from catching fire.
