Flat spots occur due to several reasons. It could be leaks in the accelerator pump piston or the accelerator pump valves. It can occur when you are accelerating because there is a momentary hesitation from the engine after the pedal is pressed down.
Check fuel pump/filter. Sounds like pressure problem. If you are asking about a accelerator pump on a carburetor equipped engine then it is not spraying fuel either because there is no fuel available at the pump or the pump diaphragm is busted.

Im guessing you have a carb, the accelerator pump is in it.
if it runs fine until you push the gas pedal the accelerator pump may be bad if it has a carb on it.
You didn't mention if carby or fuel injected. If carby probably your accelerator pump has an issue such as damaged piston boot or diaphragm and this is not squirting an initial amoubnt of extra fuel when the engine suddenly gulps extra air as you depress the accelerator pedal. If fuel injection it's very hard to offer info on the internet, need to go to someone like a dealer to get it checked with software or the fuel pump pressure checked (could be as simple as a blocked fuel filter).
