Charcoal in and of itself isn't fertilizer but an absorption medium. Due to its extremely high surface area, nutrients like nitrogen and phosphorus stick to the charcoal and provide an excellent home to soil friendly bacteria and thus essentially turning charcoal into a slow release fertilizer. Inoculate it with fertilizer before applying
Fertilizers, artificial or natural are a source of nitrogen compounds (and other mineral salts) that plants need to grow. Thus if fertilizer is supplied to the plant roots in the quantities they need, these plants will grow and produce more than plants growing in soils where there is not enough of these nutrients. Note however that over application of fertilizer will harm the plants, farmers need to analyze their soil before applying fertilizer so that they only apply the amount needed. This maximizes plant growth and minimizes the cost.

The purpose of a control in any experiment is so that you have a natural example to look at at. Ex: If I was doing an experiment on fertilizer, I'd have three different fertilizers and a plant without fertilizer so I could see how it would grow without fertilizer so I could backtrack if need be.
