A Toolbar is a collection of regularly used Actions/Works at one place!
Generally the items in Toolbar are indicated by Icons/Pictures for "Easy Identification" of particular tool at a Glance.
It is on the Picture toolbar. The toolbar will appear when you have a picture selected. You can turn it on by going to the View menu, then Toobars, and clicking the Picture toolbar. That will turn it on and leave it on.
im in a class for that stuff and you have to have the picture selected to be able to get that toolbar. hope this helps
