Rods respond to light. Perfect example of this is the Seven Sisters. Looking directly at it you should see Five, but if you look off to the side a bit... you'll see six. That's because the Rods are not located in the center of the eye.

Cones respond to color. They generally need more light and are located in the center of the eye. When you look in your peripheral vision, you do not see the color as vividly because your Rods are starting to take over the function. However when you look straight ahead you see colors very vividly.
