It starts the function wizard to enable you to easily pick a function that you want to use in a formula. It will present you with a list of functions and function categories and allow you to choose the one you want and show you the elements that it needs. It appears on the standard toolbar and also on the formula bar. It is useful if you are not familiar with a particular function and how to use it.
Fx represents functions. It is on the Formula Bar and on the Insert Function Button. Clicking on it starts the process of allowing you to enter a function.
You can use the Function option on the Insert menu or you can click on the function button beside the formula bar which is like fx.

There is no formula error button in Excel. However, there is an Error Checking button on the Formulas ribbon in the Formula Auditing section in Excel 2007.
