That's so the PC can play music from the CD drive. If the little cable is not there, the only way to listen to an audio track from that drive is to use headphones.

These PC cables have a notch or key on one side of plug and can only be inserted in one orientation in connector socket. If the notch is missing, you may also look for a small arrow mark on pin 1 of the cable plug. Its the big black wire coming off the battety going into a smaller wire that connects to the alternator. the big black cable connects to a wire 4x as small that wire is the fusible link.
There should be 2 large terminals on your starter, with one already having a small cable running to the inside of the casing. The battery cable connects to the other (opposite) one.

The most common cause of problems accessing a floppy disk drive is the orientation of the cable leading from the drive to the motherboard.
