yes! people in Norway have all sortes of pets.
Yes but they have to spend six months in quarantine when they arrive.
Quarantine protects countries from having animals bring in diseases. Pets from the US and Canada MUST be quarantined for 30 days.
They were brought to Australia as pets.
If kids brought their pets to school, they would spend all their time playing with the pets instead of working on what they're supposed to be working on.
There is no prohibition against bringing of pets apart from International laws including quarantine requirements which can go on for long periods of time resulting in very stressful experience for the animals. It is also very expensive to bring in pets and for this reason alone, many have reconsider taking their pets with them. Source: http://www.simpleaustralianmigration.com
According to the Consulate-General of the People's Republic of China in Sydney: http://sydney.chineseconsulate.org/eng/hzqz/t364572.htm "Each passenger is allowed to carry only one pet, bearing rabies vaccination certificate and health certificate issued by the competent quarantine authorities of the departing country or region. Pets are required to be quarantined in the designated area by the quarantine authorities for 30 days upon entry." So I doubt Phelps brought his dog with him, given that he wouldn't be there long enough to fulfill the 30 day quarantine.
Yes, both Norway and black rats are omnivorous. But the ones that are pets are usually herbivores.

Traveling pets entering the UK must adhere to the Pet Travel Scheme requirements, or risk quarantine. Not all airports are equipped to receive animals from outside the UK. Manchester Airport is one that does have such a program, called "Pets on Jets." Pets are not generally allowed inside the public areas of airports. They are dropped off at special locations for receiving pets for transportation.
