The structure (about 30' above the deck) of a modern submarine is known as a Fairwater or Sail. It depends on the size of the vessel, but if its deck is equal to or above the submarine's own deck, then a brow (gangway) is used between them to move personnel and equipment. For anything lower than the submarine deck, either a brow or a Jacob's ladder is used. Aerial (Helo) transfers are available as well, but are only performed under extreme circumstances when warranted.
Wood is the most usual material for decking and if treated and maintained can last for years. Iron may be used for the railings or some of the structure if the deck is raised but can corrode or rust if you live near the sea.
