There is no US Army Sergeant Major badge. There is a rank insignia, but it is not an awarded badge. There are three different insignia for the rank of Sergeant Major (E-9). A sergeant is an enlisted soldier higher in rank than a corporal or private, lower than such ranks as staff sergeant and first sergeant. In the U.S. Army a sergeant has pay grade E-5 and wears three stripes.
Tech 5 was a special rank above a Corporal(2 stripes on the sleeve). The Tec 5 insignia was 2 stripes with a "T" under the stripe. Tech 4 was 3 stripes and a "T". The "T" indicates the Technical rank which meant the soldier's promotion was based on his training and the rank did not carry any leadership responsibilities. This rank was discontinued after WW2 and the "Specialists" rank was introduced.

Each stripe is given for four years of service. That soldier (who was probably a Marine) has served for atleast 12 years. Or do you mean the chevrons on his shoulder. In which case would be rank. Three chevrons is a sergeant.

A Staff Seargeant is a rank in the US Army that was identified by 4 stripes worn on each arm. Three stripes pointed up and a curved stripe under them. This was one rank above the rank of Sergeant (3 stripes).
