The actual frequencies - how often items are dropped - have never been officially published. The runescape.wikia guide simply lists it as "very rare". In general, relying on those rare drops to make money isn't a good strategy; better find some method that gives you money regularly.

Nope just kill Black Dragons, King Black dragon, Iron Dragons, Steel Dragons, Mithril Dragons. My first visage was at 726 Iron dragon kills, then I got another one on a Iron Dragon task after 28 kills. You can get some great drops by killing them ranging from 200k-38m.

There is no set number of how many times you need to kill an iron dragon to obtain a draconic visage. Some people can obtain a visage within 100 kills and a lucky few even their first however around 99% of people find trying to obtain a visage very hard as the drop rate is estimated from 1/2500 all the way to 1/15000! I myself have killed around 10,5k Dragons in total and around 1,200 of those kills being the King Black Dragon. I have failed to obtain a visage so far. Good Luck and don't give up hope!

He will, however, assist you in attaching the visage to a dragonfire shield for 1,250,000 coins.Aside from those methods of obtaining, the only alternatives would be buying through the Grand Exchange or trading with other players.
How long should it take to get the draconic visage?
It is completely random, there is no set amount of time it could take to receive one of these in a drop. However I can tell you that Black Dragons (Level 227) are regarded as the easiest monster to kill which drops a Draconic Visage which could take over 2,000 kills. The King Black Dragon (Level 276)and Steel Dragons (Level 246) are regarded as the hardest to kill but have the best drop rate somewhere in around the 1000-1500 kill range. Unfortunately, most of that is incorrect. According to samples and experiments, the chances of getting a draconic visage are 1/3000 to 1/10000. It is also unknown whether the drop rate differs for each dragon, but I can assure you that the King Black Dragon and Steel Dragon do not have a drop rate of 1/500. It is true, though, that it is a random drop, meaning it can also be received with a Dragon Plateskirt or Platelegs in one kill. Since it is a bonus drop, the ring of wealth does NOT affect the chances of getting one.
