Accountability is an issue of economics and business. If an individual "runs up a debt" or conducts himself in business matters that are "outside the rules" of business laws and regulations, that person takes away from the economic and business fabric by acting in a less than honest manner. He unfairly profits for his actions if he is allowed to "get away" with what he did. Accountability is holding that person's actions up for inspection and, if they are found to be "out of line" as regards what is allowed, then that person is subject to penalties for those actions that were outside the law. If people could "run games" with no accountability, there would be no incentive not to play by the rules because nothing happens if you don't. And this costs everyone else who is operating in a "fair" manner.
