They were punished for not following God's directions.
You got it wrong as Moses died centuries before Samuel anointed Saul as king.
Moses, and later Saul.
This is incorrect. Samuel chose Saul to be the king of the Israelites.
No. It was Samuel who prophetically appointed Saul to be the first king of the Israelites (1 Samuel ch.8-10). Moses lived about 400 years earlier.See also:More about SamuelChoosing the first kingMore about Moses

Saul
Acts 9:3-5 - As he journeyed he came near Damascus, and suddenly a light shone around him from heaven. Then he fell to the ground, and heard a voice saying to him, "Saul, Saul, why are you persecuting Me?" And he said, "Who are You, Lord?" Then the Lord said, "I am Jesus, whom you are persecuting. It is hard for you to kick against the goads." [NKJV]
The Lord spoke to Ananias in Damascus about laying hands on Saul (who later became known as the apostle Paul). Ananias was hesitant at first because of Saul's reputation, but he obeyed and baptized Saul, who then regained his sight and was filled with the Holy Spirit.
If by ruler you mean King, then God appointed Saul as the first ruler. If you mean first leader then it was Moses. After Joshua there were 12 Judges before Saul.
No, God chose Saul and appointed Samuel to anoint him as Israel`s first King! See 1st. Samuel 9:15-16...
Saul did not have a right relationship, or a close relationship, with the Lord. All he had to affirm his heart was the praise of man, so when David was more praised than he, it really bothered Saul.
