The Appalachian Mountains are millions of years older than the Rocky Mountains. Geologists believe the Appalachian Mountains once had active volcanoes because of the types of rocks found but these went extinct long ago. Because of erosion, wind, and time, the Appalachian Mountains are now more rounded and less in height.

The Rockies and the Appalachians are similar geologically (although the Appalachians are a little more diverse) however the Appalachians were emplaced a lot longer ago and have been exposed at the surface longer and therefore are more eroded down. By contrast the Rockies are still quite young (they were pushed up roughly in the Cretaceous, probably 100-200 million years after the Appalachians) and haven't been weathered down very much yet.

We don't know how tall they were at their tallest, but they have been "wearing down" for millions of years - and that's one reason they aren't the tallest: They are more "worn" than most other ranges.
