The 85 Federalist Papers were written with the express purpose of selling states on the idea of ratifying the new Constitution. Many believed the Constitution concentrated too much power in the Federal government and reduced the states' sovereign authority, so there was hesitancy about trading the imperfect Articles of Confederation for the US Constitution. p.s.
