The military overrides the police when it comes to decisions. The MPs, or military police, are still considerred police but can override any police order, even state police. Also, if things get bad enough, the police has to call the military
Military is a tool to achieve political goals in the hands of the Political Leaders. However for a military to be most effective it should be apolitical. Indian Army is one of the most apolitical one in the world and of Pakistan the most political.
When military is used for just wars (Dharm Yudh) its soldiers remain motivated and dedicated to the cause and also get public support and when it is involved in unjust wars its other way round. The various attempts on Hitler's life by its own commanders is one such example. To make the Germany a great nation was a great cause but to massacre Jews and to expand its authority over all other countries was unjust.
