If you are asking for a minor key that has only B-flat in it, then the answer is d-minor, but if you are asking for any minor key with B-blat in it, then you have; d-minor, g-minor, c-minor, f-minor, b-flat-minor, and e-flat minor (there is also a-flat minor if you are looking for an enharmonic key signature with 7 flats...).

G minor has those 2 flats. There are others that have those 2 plus more.

The important thing to know is how to make a Major scale as it is very simple to explain and minor scales are only a half step lower on the 3rd note of the scale. The uncomplicated way to explain this is using C Major as a scale. C is called "R", the root and then there's a second, third, fourth, fifth, sixth, seventh, and octave/8th which is the same as the root of the scale but higher in pitch. You may ask yourself, "well how do I know what the second or third, or sixth note even is?" The musical alphabet begins with C and then a half step higher is c#/D flat (both are the same note, some people play in sharps or flats, as long as you're consistent within the scale it's all good. sharps and flats are also called accidentals. There are no accidentals between B and C or E and F, so if you said B# you're saying C. The C major scale is the easiest to learn because the notes in it are C, D, E, F,G,A, B, C octave without getting into the complication of what kinds of chords to use. We're only working with notes. Now that you know where there are no accidentals I'll explain how to write any major scale notes down based on the Major scale pattern. I write it as R-W-W-H-W-W-W-H meaning Root-whole step from root-whole step from last whole step, half step, whole step=whole step-whole step-and half step back to original note but higher in pitch.So if "C" is the Root, we skip over C#/Db since that's only a half step away and go another half step to D.(on guitar a half step means putting your finger on one note and just directly playing the note on the fret right before or after so a whole step is 2 frets. On the piano the white keys are whole notes and the black keys are the accidentals so C and D are two white notes exactly next to each other. This is assuming standard tuning on both. Then we skip over D#/Eb and onto the next half step which is E.Now we only move a half step and since there are no accidentals between E and F our next stop is F.let's stop for a moment. Now we have half of the Cmajor scale. C(or root)-whole step to D-whole step to E-half step to F.In a regular aeonic(minor) scale the only difference is the third as i said earlier. So if we have C D E and F already we have our Root which is one, D is our second note, E is our third and F is our fourth. to make this C minor we must take the third, in this case E, and lower is by a half step so we would have C D Eb F or Root-W-H-W. Now for the rest of the major scale. F is the fourth in C major so we skip over F#/Gb to G, which is our fifth,then skip over G#/Ab to A for another whole note and then we skip over A#/Bb to B to the the final half which is C and our 8th note. Remember there is no accidental between B and C. So C Major is C D E F G A B C. to make the second half minor we would use the complete pattern of R-W-H-W-W-W-H-W. Here the 7th note is lowered by a half step so the complete C minor notes would consist of C D Eb F G A Bb C. And there you have your Eb and Bb.

That was a lot of info. Technically the C minor key signature has 3 flats, though. Bb, Eb, and Ab. The A is Naturalled sometimes, as well as the B-natural (to 'lead into' the final note of the scale)
