What is the remedy when there is no power light and one cannot hear the cooling fan running in a computer?

It depends on what is wrong with it. The first thing to check would be your outlet or power strip feeding the computer. You would need to see that it is on and that the circuit breaker is not tripped. You can plug other things into it to see if the computer is even getting power.

The next things to check is the power switch on the back of the computer on the power supply. Maybe it got knocked into the off position.

In some cases, the computer is being "stubborn." You might have to turn off the switch in the back, wait, flip it back on, then push the switch in the front.

If none of that works, then it may be time to go into the computer. The first thing to check would be the power supply. If you have another one, you can swap it out and see if that powers up the computer. But if the fans and lights come on momentarily when you push the on switch (before trying this step) or if this step doesn't work, then it probably isn't the power supply.

From here, there are a few remaining possibilities. It could be a bad memory module. You could remove some of them or try different ones and see if that makes a difference. If not, then you could change out the CPU chip if you have a spare. The only other thing to change out would be the motherboard. But before you change the motherboard, you might want to try a different video card and/or unplug everything inside but the bare minimum. At any rate, by this point, you should find the problem.
