If they are filled, they restore your health when it would normally be at zero. For example, say you had 95 health, but then it came down to zero. If you had a full reserve tank, it would restore your health to 99. Note that reserve tanks are not the red bars on the top of the screen. Consider them your "normal" health meter. When your health is at 99 and all red bars are full, any health power ups you pick up go towards your reserve tanks until they are filled.
