I may be merely displaying my own ignorance, but I'll go out on a limb here
and say that the question is meaningless.

Here are the things about it that just don't seem right to me:

-- The question asks for a frequency, but then states a frequency as data,
implying that one frequency depends somehow on another one.

-- A frequency of resonance is usually determined by a mechanical structure,
or by passive components in an electrical circuit. I can't think of a case in my
experience where a resonant frequency depended on a voltage.

-- The frequency given in the question is whimsical. "100 nanohertz" is
the frequency of a wave that takes almost 116 days to perform a single
complete wiggle. Some things have been identified on a cosmological scale
at frequencies like that, but certainly not in anybody's laboratory or
workshop.
