When you start your periods then you can make the decision of whether you would like to use sanitary towels or tampons. I would recommend using sanitary towels when you have just started, and then when you feel you're ready, you go ahead and use a tampon :)

There is no 'right' age to start wearing tampons, and you don't ever have to use tampons.

Tampons aren't recommended to pre-teens and younger teens as even if responsible enough to use tampons correctly, younger women have more delicate vaginal tissues and lower immunity to bacterial toxins responsible for Toxic shock syndrome. At very least it's best to wait around six months until you know your flow well enough to know what absorbency to use or when it's safe to insert a tampon.
