The cig lighter fuse runs on the same fuses as the dome light and radio.
Try eBay! Just search for "1992 Plymouth Voyager manual", and check the listings for one that includes the Infinity supplement. If the radio is an OE radio, then the information is listed in the owner's manual. Don't have one, get one. Contact your dealer or a salvage yard. If it is a non OE radio, contact Infinity. Mine (a 91) has a separate sound system manual.
The fuse will be either located in the fuse box in the car (usually in the driver side left panel, or under the hood), or it is located on the back of the radio itself.
Turn the volume knob to the right. If that doesnt work then it isn't getting power. Check all connections and fuses.

If the clock/radio is anything like the one on the '93 Plymouth Voyager, here is how you set the clock: First turn on the radio, then press the set button. When it shows the "P" hit the select button, and it should change to just hours. Turn the Tuner knob to forward or back to set the time you want. Hit the Select button again to go to minutes, and do the same thing with the Tuner knob. Hitting the select button a third time will save the clock settings. ..
The radio code in the Chrysler grand Voyager can be entered by pushing in the volume knob. With the volume knob pushed in rotate the tuning knob to the desired code.
I am assuming that you want to know how to wire up a new radio replacing the Infinity radio that was in the vehicle. The URL below tells you how to do it in a Plymouth Voyager. http://www.installdr.com/InstallDocs/DCP/PDF/327001.pdf I also found the following URL helpful in explaining a lot abot the infinity system. http://allpar.com/stereo/infinity-guide.html
