In today's terms it is: (V)CXCIX or VCXCIX but with an horizontal line above the numeral V to indicate multiplication by a thousand.

Numerals in brackets also indicate multiplication by a thousand.

Today's rules governing the Roman numeral system were introduced during the Middle Ages centuries after the decline of the Roman Empire.

So therefore it follows that the Romans themselves would have probably written out 5199 as (V)CLXXXXVIIII which can be simplified to I(V)CC in the same way that the Roman numerals IIII and VIIII (4 and 9) are simplified to IV and IX respectively.
