The Roman senate was a consulting body. They were the ones who debated issues and at times tried high profile court cases. They could not actually pass a law. Laws were passed by the people's assemblies. The government was supposed to work bipartate--SPQR, "the Senate and the Roman People". However, the senate got around this handcuffing of their legislative powers by passing "resolutions" which were adhered to and had the force of law.
