The rubber hose that connects from the chasis to rear axle is for grip.

it is on the rear of the engine below the engine. There is a rubber hose coming out of the motor and the drain plug is inside the rubber hose.
The rear axle has avent hose on the left side. The hose goes on the stud that holds the brake line block the the axle tube.
To change the rear axle fluid you can remove the rear cover from the axle and drain it that way. If you don't want to remove the rear cover you can use a pump and a hose to drain it through the fill hole.
That hose is most likely to be the axle vent. It has a hose on it to prevent water from entering your axle and differential if you drive through deep water. It should be secured up above the axle somewhere and just fell down. You can look at your rear axle to see how the hose there is secured and do the same thing for the front.
On end goes to a metal fitting on the axle. he other end goes into a hole in the frame rail. There is a little bracket that screws into the frame rail that holds the hose.
the rear brake hose? it connects up on top of the frame on an L-bracket, which goes into a hose, and the block is mounted on the rear axle.

nothing should be done with vent hose. it is there so the diff can vent when pressure builds up while driving. the hose is to stop dirt and moisture entering thru an open hole It shouldn't be hanging down. It should be secured up above the rear axle on the frame or cross support with enough slack to allow the axle to travel up and down.
