I'm not positive, but if it is a rubber typ ring, it is probably a gasket.

No they do not. If you look at it real close you will see that it has a piece of rubber between the 2 steel parts that make the balancer, the rubber has sliped / worn out. The balancer is made of 2 pieces of steel with rubber in between them. REPLACE BALANCER. Before you take it apart make sure that the pulley that is bolted to it is not on crooked are bent. May just need a pulley put on it.
