Two things, It is the ref's responsibility to make sure that there is the correct number of players on the ice when he/she drops the puck (therefore you could not get a too many men on the ice penalty and one player would just get sent off the ice). If the ref drooped the puck it would mean he didn't notice the extra player, no ref would ever want to admit a mistake they made so they would probably call the goal off and give you a penalty for too many men. Its really a question of pride.
