a circuit assembly is a gathering of different groups of jehovahs witnesses.
You won't find a schedule for an Assembly Hall that states all the circuits that will be meeting there during the year and when. There may be such a schedule, but it isn't available to the public. What you will have to do is visit your local congregation and on the information board located in the lobby will be posted the notice of when that particular congregation is assigned to attend there and for which assembly(s).
If there is an Assembly Hall of Jehovah's Witnesses (This is different from a Kingdom Hall) in Raleigh NC; -- there would have been a circuit level assembly held there every weekend of the year.
Jehovah's Witnesses do not maintain a public list of people who got baptized at a specific assembly.
You would have to contact your local Kingdom Hall for locations and dates for the Circuit Assembly in your area. Circuit Assembleys are not currently listed at the official website at the related link as the District Assemblys are.
If you mean the programs, they are given out at the assembly itself. If you mean the notebooks that some of Jehovah's Witnesses can be seen carrying at the assemblies, those are prepared by individual witnesses and are obtained from those individuals. They are not encouraged, sanctioned, or available from the Watchtower Society.

If there is an Assembly Hall of Jehovah's Witnesses in New Jersey (which there is); (This is different from a Kingdom Hall) --- then there would have been a circuit level convention held there every weekend of the year. If there is more than one Assembly Hall in New Jersey, then both places would have had assemblies there every weekend of the year.
The word 'circuit' is not a Biblical word, so you will need to define what you mean by circuit.
