"Intelligent" doesn't have a comparative and superlative form. Instead, you would say "more intelligent" or "most intelligent."

It's difficult to give a definite answer as it's hard to access intelligence of cetaceans (dolphins and whales) in the same way as scientists can try and measure the intelligence of apes. Also, there isn't a specific way of measuring intelligence - unlike height or weight. But, most scientists would probably place chimpanzees (common and pygmy) as the most "intelligent" mammal after Man.
