Selection is usually based on your achademic achievement to date, the topic you submit and the sponsoring you can raise towards bench fees, tuition and consumables. Your choice of topic should corispond to the university and tutor you apply to. Some universitys offer set topics for Phd with funding these are highly selective and will look for exceptional exam results, references from you tutors, how many papers you have published and their content/quality work experience using techniques that will be covered in the Phd and a good knowledge of the subject area. Typically you will be questioned around the topics of your thesis' at BSc and MSc and around the subject area of the Phd. The interview panel will be loooking for you demonstrating a clear career goal and the sticking power to last out 3 years of Phd. Eventually the selection is down to the tutor and the interview panel.
