Its orbit is elliptical, extending past Neptune. For most of its orbit it's basically a cold ice rock, but as it whips around very near the sun and is exposed to powerful solar radiation, it releases vaporized materials and dust, causing a glow, and solar winds create a tail. It later returns to outer orbit a little smaller than before it left.
