Plastic jugs do not break as easily.
From March 1943 to August 1945 all processed foods were rationed, including juices. It was called apple cider then, "soft cider", as opposed to "hard cider" which had been allowed to ferment into an alcoholic beverage. It was not a grocery item widely stocked or marketed, being more of a farmer's market type product. Where you did see it in stores it was usually in one gallon glass jugs. It was the production of jugs, the transporation of the new empties to bottling facilities, then the full jugs to retail outlets as much as anything else that justified the limitation on production.
